The new whip/crop rules limiting the use and type of crop comes down to their call, or at the least their significant input. Stewards have always had the power to penalize excessive whipping issues. It doesn’t happen often because it doesn’t happen often. They are the ones riding those powerful animals that are 10 times heavier than they are at high speeds. You just watch like the rest of us.
