Non Supporters of Horse Racing Integrity Act

We have to throw the Low Five at those saying, hey we can do this ourselves and don’t want or need the Horse Racing Integrity Act. News flash, we failed to do it. If we were going to do it ourselves, we would have done it by now. That is a cold hard fact of life.
