The New York Thoroughbred Horsemen’s Association (NYTHA) is hosting a webinar for THA trainers on Friday, September 6, that will feature representatives from the U.S. Department of Labor – Wage & Hour Division as well as the New York State Department of Labor.

Topics will include employer requirements for the H-2B visa program, the Fair Labor Standards Act (FLSA), and investigative processes, along with labor law specifics for New York State Employers.

Speakers will include:

  • Sarah Decker, Community Outreach and Resource Planning Specialist – DOL/Wage & Hour Division
  • Cynthia Spahl, Regional Enforcement Coordinator for the H-1B and H-2B programs – DOL/Wage & Hour Division
  • Reyna Moreno, Deputy Director of the Division of Compliance and Education – NYSDOL

About the speakers:

Sarah Decker is a Community Outreach and Resource Planning Specialist for the US Department of Labor’s Wage and Hour Division. Sarah began her career with Wage and Hour in 2012. As an Investigator, Sarah enforced several federal labor laws, including the Fair Labor Standards Act and the employer’s requirements under the H-2A and H-2B visa programs. Sarah became the Albany District’s Outreach Specialist in 2020.  In this role, Sarah educates employees and employers about the federal labor laws enforced by the Wage and Hour Division.  She is originally from Richmond, Virginia and came to federal employment by way of the Peace Corps, serving two years as an English teacher in Kazakhstan.

Cynthia Spahl currently serves as a Regional Enforcement Coordinator for the H-1B and H-2B programs at the Northeast Regional Office of the U.S. Department of Labor’s Wage and Hour Division.  Among her duties in this role, she provides case development guidance, ensures conformance with established regulations and policies, and conducts training as needed.  Previously, she worked as an investigator for over a decade and handled cases under numerous Acts administered by the agency.

Reyna Moreno has worked with the NYSDOL since 2012 and has been the Deputy Director of the Division of Compliance and Education since September 2022.  Prior to that, she worked as an Investigator with the Division of Labor Standards handling wage and hour cases falling under the purview of the NYS Labor Law.
