5th Circuit Court of Appeals to Hear Oral Arguments on HISA Constitutionality

On Wednesday, October 4, a three-judge panel of the United States Court of Appeals for the 5th Circuit will hear oral arguments in the National Horsemen’s Benevolent and Protective Association v. Jerry Black case. 

Last November, the same panel unanimously found the Horseracing Integrity and Safety Act (HISA) to be unconstitutional. Wednesday’s hearing will be to determine whether HISA remains unconstitutional after a one-sentence tweak. The hearing can be heard live via the link below.
